Just the one job I'd go with a large format inkjet printer if the quantity isn't too large. No need to even convert from RGB going to one of them. Anything else for just the one job I can't see how they would want to pay what it's going to cost for some of the methods mentioned.

You could also try using a high gloss foil-coated stock. UV inks and lamps are required & it can be difficult to visualize the results without a press test, but the stock would sparkle the colour up on the CMYK file.

one way to presserve the color in rgb mode is to use a devicelink profile (ex. srgb to iso coated v2)
as for the add of metallic effects you need to convert to Metal FX either in gold or silver this will add metal effects

Why would a device link be superior? A device link is simply a precalculated conversion. If you were to take a specific data set such the GRACoL 2006 data set and build your own ICC profile with little or moderate amounts of GCR and TAC you could essentially get the same thing without locking you into a device link.
