Transparency settings

I have a customer that when trying to use a glow effect it came out 72 dpi. I've seen the same effect used but it was 150+. is there something wonky in their settings that's causing this? I'm pretty sure I've been though my settings and saw something like that and I made sure it was maxed out.
Speed doesn't kill, rapidly becoming stationary is the problem

I'd rather have stories told than be telling stories of what I could have done.

Is it illustrator? if so under the Effect menu there is Document Raster effects should be set to 300
very common for it to be set at 72 from custy's
