Can you create your own pattern for the inside of a security envelope?
or is there a standard?

I think I've been asked to make these before. In one case, it was the company's logo repeated over and over. I've also been asked to "create" the "unreadable" portion on NCR forms. In some circles, it's known as "Chinese blackout."
"There's been a lot of research recently on how hard it is to dislodge an impression once it's been implanted in someone's mind. (This is why political attack ads don't have to be true to be effective. The other side can point out their inaccuracies, but the voter's mind privileges the memory of the original accusation, which was juicier than any counterargument ever could be.)"

I would think so. It just needs to be dark enough so you can't see through the paper to the contents inside.

I concur, I've made them. It is purely there to obscure the contents, you can do whatever you want.
