I'm guessing this might obvious as the nose on my face, but after a lonnnnng 3 days, I was stumped.
Simple data job, <<City>>, <<ST>> but the entries without a City, ST still have a comma once merged. Typing this out now, I guess I should just concatenate the two fields in Excel, add the comma/space there & make it one entry in Data Merge huh?

Been there.
All depends on how much work you have done on the VDP side of it, and what software your are using to do the merge. Plus if you can figure an easy solution to it now, you will have it for future situations. And should be able to always use it, so it will not be an issue "ever" again. Yeah right, but there is hope.
If you are doing an ID mail merge, that is probably the quickest way to resolve. If you are using FusionPro, you can write a quick script to remove the comma.

If you're doing the data merge in InDesign, that's what I would do. Concatenate has been a huge friend of mine since I think Tracy pointed it out.
I actually logged back in remotely, sent the files to our Mail Guy & begged him to do 'em for me for the morning! Helluva guy, busy as he is all the time, it was on my machine when I showed up bright & early and he didn't even make me feel too much like a dweeb.
