moving by percentage

So I have been asked to move something up 10%
so if I'm centered at 6" moving up .6 is that right?

I hate it when they say things like that.
Just give me a value, don't make me have to figure out what your "10%" is. 10% of what? the potion at the top? The size of the object? the portion at the bottom?
Just say move it .5" up, or .625" up, but 10%?

Kinda like the ole "just move it 2 clicks", I don't know what your "clicks" are set at, I can set mine to whatever I want.

Or they could mean 10% of the page height, so if your document is 12" tall it would move 1.2"

Or they might mean 10% of the thing that you're moving, so if it's 2" tall then you're moving it .2"

So if it is centered at 6" is the center of "the something" centered at 6" or is the top or bottom centered at 6". And how tall is "the something"?
