We had one of those in the lobby of the shop I worked at in Fresno; Webster Publishing (MidCal Print/MidCal Copy). I never grasped how it actually worked.

It's like a TX two-step.
The ink roller applies to the round platen (which turns a bit each time)
The platen comes forward/down to ink the raised type
The raised type goes back/up to the substrate...
well something like that...

It's really barely different than a Gutenberg press, all of that complication is simply to automate the inking which was done by hand, directly to the raised type prior to that.
