It's been a years and I don't have access to Signa, but from what I remember, there are many different ways to do it in Signa.
What you want is Scheme. 
There are default schemes that will easily cover what you want but you can create custom scheme and number it however you want. 
If you go with 4pg scheme, you can let it "repeat" on a sheet 4 times or create custom 4up covers scheme without repetition where you manually number it, like in Preps.
Sorry I can not be of more help, if I had Signa I would be able to help you out, but this should point you in right direction.

Other than regular CV and questions, this was my regular go to thing while I was Managing Prepress and hiring new operators.
Same idea, as long as they caught most of the issues, it was fine, but I asked to observe while they preflight, that really gave me idea about their skills. I kept in mind that some people are more nervous and couple of times I was being told that they are not comfortable me watching, which I respected.

This is first time I am trying PUblisher (I've had Designer since beta days) and big news is that allows "passthrough" for placed PDF's.
That was kind of let down since it was "re-frying" your PDFs and screwing embedded fonts, not it can pass PDF intact through.
I downloaded trial and will be testing it for 90 days, thanks to new offer but I am already inclining to pay.

What I see in the future will be challenge of Adobe fonts, but we'll cross that bridge.

Now, if someone can come up with Acrobat replacement, that would be really something that would be something...

I think you are onto something.
Mine look the same as yours, however if I check 2019 version, it is sorted alphabetically (see screenshot).
I did not find way to re-sort them.

So you might have some networking issues, just manually mount volumes before starting cockpit and it should work.
You should be able to login from both front end and your mac, otherwise you would get message not enough licenses available.

Did you try rebooting your mac first?
Sometimes when you have multiple users logged in, it can lock the cockpit.
Are you using AD authentication?
If not, you have to mount all Prinect folders first before launching cokpit.

We did not have diamonds on Roto, only on Harris webs.
Our Roto was 4 units only (4 top and 4 bottom) so our colorbar was 4 colors and compensation box.
We also had to use compensation boxes separately, Rotoman was old and it had hard time picking the box out of colorbar.

It is not just colorbar, what about presets?
You need to know is it Pecom, the system that is running.
Rotoman is awesome press, super fast, I worked with it until year or so ago when we sold our web division.
I will look to see if I have some old templates and colorbars.
By the way, diamonds are typically for Tobias system on Harris and it differs greatly from Pecom.

pspdfppdfxhd is right, Quite had this option forever and is easy to use.

However, new action in Pistop 2020 "Overlay PDF" might be solution for you.
It is bit of a longer way than Quite but still doable.
You would create separate PDF with numbers 1-... and use Overlay PDF on ODD pages.
It works like charm

You can do it in Pitstop.
It depends on how the PDF looks like but thought that comes to my mind is to "move selected area".
I think this is one of the new features of 2019, I might be wrong.
You can do selection inside the page and tell Pitstop to move everything inside that selection, etc...

Possibly, but not stripped down price for sure.
We have Nexpress with APPE rip and that implementation is far better and closer to our offset workflow, with occasional screwup that is addressed by settings in rip.
We also have Versafire (Ricoh machine) branded with Heidelberg logo and driven by Heidelberg prinect workflow, same APPE, no difference from Offset and no surprises.
