Signa Station and Cad Files

I need to bring cad files into Signa for envelopes. Do I need to purchase the packaging option?

why not save as a PDF?

The final files are PDF. But they need to be nested in signa to be converted into an envelope. The cad files will clip the PDF files as needed so when they overlap they act like a clipping mask. But I think we need the packaging option for this type of functionality?
