Maybe with everything amortized, machine cost and everything, it's a quarter. But only a truly ignorant person would sign a contract that said "black clicks are 10 cents, color are 25 cents". It's more like a penny and a half black, and 9 cents color.
People generally don't take the time to do the math right, or report correctly what they hear.
Anyway, systems that can change the "plates" for each sheet out of the press can nicely complement systems that don't. It's the guy in the middle, who has to run the business, who is responsible for doing it all correctly. Unfortunately, as we all know, that doesn't happen all the time.
