Illy CS3 and CAD links

What do I do when this happens? (see pic below)

Layers are locked and can't unlock them.

Don't tell me I need to buy CAD plug ins  :angry:

Did you try "option click" on the "lock" in the links pallet?

It doesn't show up in the links pallette.

Here's what I get with option click on the layers lock.

It does appear to be refering to a plug-in. Check this site out. It says it used to be a free download but no longer.
